In February of 2011, Texans were shocked when the cold weather produced power outages across the state. We learned that during that cold snap, 15 percent of the state's power plants failed, and when the lights went out, wholesale prices of electricity shot up a hundred fold. Last summer, the rolling blackouts returned. Should we prepare to see more of that same trend this year?
